ELIOS is a feasibility study launched by the European Commission in the framework of the Lead Market Initiative for Europe in order to provide the basis for developing an EU wide framework for the promotion of insurance schemes with the view to stimulate the uptake of innovative and sustainable solutions in construction projects and the adoption of responsible management in construction enterprises, in particular in small and craft firms.

SCOPE OF THE ELIOS STUDY
- Insurance schemes or alternative risk transfer solutions, which could help to promote implementation of innovation and eco-technologies in construction;
- Best practices and quality schemes in construction;
- Risk prevention and risk control measures;
- Cross-border activities of construction firms and mutual recognition of quality labels and of insurance covers across Europe;
OBJECTIVES OF THE ELIOS STUDY
- Review of national liability and insurance regimes within the EU;
- Analysis whether and how insurance, bonds or alternative risk transfer measures could play a role in promoting innovation and sustainablility in construction;
- Concrete recommendations of possible solutions;
